America’s Service Commissions Applauds Passage of the FY23 Consolidated Appropriations Act

Washington, DC (December 23, 2022) — On behalf of the country’s state and territorial service commissions, America’s Service Commissions (ASC) thanks Congress for investing in the AmeriCorps agency (also known as the Corporation for National and Community Service) and for dedicating resources to maintain the current level of AmeriCorps members and their living allowances in the final FY23 Omnibus Appropriations Act. We are pleased to see an increase to the Volunteer Generation Fund and for continued support for the Commission Investment Fund, both of which help commissions support local nonprofits and volunteers in our communities. 

We are appreciative of the Congressional National Service Caucus, and in particular Co-Chairs Sen. Chris Coons (D-DE) and Rep. Doris Matsui (D-CA), for their efforts in trying to address President Biden’s Budget Request for national and community service. We also thank Senate and House Appropriations Subcommittee Chairs Sen. Patty Murray (D-WA) and Rep. Rosa DeLauro (D-CT) and Ranking Member Sen. Roy Blunt (R-MO) as well as Senate Appropriations Full Committee Chair Sen. Patrick Leahy (D-VT) and Ranking Member Sen. Richard Shelby (R-AL) for their support for national and community service in the final bill.  

President Biden provided leadership in his FY23 Budget Request to Congress that supported national and community service expansions in numerous key areas and called on Congress to continue to increase members’ living allowances during the recent United We Stand summit. The President has additionally supported expanding national service partnerships and hiring preferences with other federal agencies like through environmental resilience and mitigation projects.  

America’s Service Commissions believes we must continue to make progress on increasing members’ living allowances, attracting new members, and expanding national service and volunteer opportunities to ensure all Americans are able to serve their communities. We look forward to working with Congress and the Biden Administration in the new year to increase the living allowance further, expand national service and volunteer programming in partnership with the AmeriCorps agency, and put service to work through resilience and mitigation projects and other high priority needs in our states and communities.
